CALL TO ORDER
Vice Chair Horan called the meeting to order at 7:34 p.m. He announced the exit locations in accordance with Connecticut General Statutes
§ 29-381, after which the Council joined him in the pledge of allegiance.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Mayor Leclerc (1) thanked Charlie Brewer for his years of service to the Building Code Board of Appeals; (2) supports the special revenue accounts being implemented by the Parks and Recreation department; (3) reported that the town has just been awarded $1.15M from the Economic Development Administration toward the road construction of Willow Street to the Ensign Street property; (4) suggested that residents check the town’s website to see what streets are scheduled for repair, or call the Public Works department or the Mayor’s office; and (5) stated that Oak Street is under repair by various utility companies and that the final pavement – which will be the responsibility of MDC – will happen once all work has been completed.

Saturday Farmers Market
Vice Chair Horan announced that the East Hartford YMCA has received a $3000 grant from the Robert Wood Johnson
Foundation to be used for a Saturday Farmers Market.
Resignation of Charlie Brewer from the Building Code Board of Appeals
Vice Chair Horan thanked Mr. Brewer for his years of dedication to the Building Code Board of Appeals.
NEW BUSINESS
Grant Application: U.S. Department of Justice, Office of Community Oriented Policing Services (COPS)

to adopt the following resolution:
Whereas, the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), has funding available to the
Town of East Hartford under the “COPS Hiring Program (CHP) for Fiscal Year 2011; and
Whereas, these funds may be used to hire career law enforcement officers in an effort to increase community policing capacity and
crime prevention efforts; and
Whereas, the East Hartford Police Department desires to use these funds to hire five (5) additional police officers.
NOW, THEREFORE, LET IT BE RESOLVED: That Marcia A. Leclerc, Mayor of the Town of East Hartford, is authorized to make
application to, and execute and approve on behalf of this corporation, any and all documents, contracts, and amendments as may
be required by the U.S. Department of Justice as they pertain to this COPS Hiring Program Grant.
AND FURTHER BE IT RESOLVED: That Police Chief Mark J. Sirois or Deputy Chief Beau Thurnauer or Lieutenant Timothy Juergens
of the East Hartford Police Department are authorized to submit this application under the terms and conditions of the COPS Hiring Program Grant.

Waiver of Qualifications: Human Resource Director

to adopt the following resolution:
Whereas, Mayor Marcia A. Leclerc wishes to temporarily appoint Assistant Corporation Counsel Frank Cassetta as Acting Director
of Personnel and Labor Relations; and
Whereas, the qualifications listed in Section 2-1 15 of the Town of East Hartford Ordinances requires the Director of Personnel
and Labor Relations to have a Bachelor's Degree in Personnel and Industrial Relations, Public or Business Administration, or a
closely related field (the "Educational Qualification"); and
Whereas, Frank Cassetta does not hold the Educational Qualification, but has an equivalent combination of a law degree and
substantial practical work experience for the Town with personnel and labor relations matters, negotiation and administration of
collective bargaining agreements and employee relations; and
Whereas, Section 2-114 of the Town of East Hartford Ordinances allows the Town Council to waive the Educational Qualification.
NOW, THEREFORE, BE IT RESOLVED that the East Hartford Town Council waive the Educational Qualification for the appointment
of Frank Cassetta as Acting Director of Personnel and Labor Relations.

Fees Committee – Acting as a Committee of the Whole – Parks and Recreation Department re: Special Revenue Accounts

that the Town Council, acting as a Committee of the Whole for the Fees Committee,
approve the creation of two new accounts for the Special Revenue Programs to be
conducted during FY 2011-2012 for Parks and Recreation sponsored concerts at the
East Hartford Community Cultural Center, and as more specifically outlined in a memo to
Mayor Marcia Leclerc from Parks and Recreation Department Director Roger Moss dated April 25, 2011.

125 Riverside Drive Outdoor Bands

to approve the outdoor amusement permit application submitted by
Al Lingua on behalf of 125 Riverside Drive Café, to conduct a series
of outdoor music events to include DJ’s or live bands at 125
Riverside Drive on Friday and Saturday evenings from 10PM to
1:30AM on the following dates in 2011:
May 27, 28
June 3, 4, 10, 11, 17, 18, 24, 25
July 1, 2, 8, 9, 15, 16, 22, 23, 29, 30
August 5, 6, 12, 13, 19, 20, 26, 27

its President, to conduct a cookout with music and food at Pappy’s Café located at 37 Burnside Avenue,
on Saturday, June 4, 2011 from approximately 12PM (Noon) to 8PM with music during those same hours;
subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East
Hartford, and any other stipulations required by the Town of East Hartford or its agencies.

KB Memorial Criterium Bicycle Races

to approve the outdoor amusement permit application, Keith
Berger Memorial Criterium Bicycle Races, submitted by Mark Paggioli, President, Capital Velo Club
Cycling Team, to conduct a series of bicycle races on Sunday, June 26, 2011 from 9:30AM to 3:30PM
from Founders Plaza and the following streets: East River Drive, Pitkin Street, Meadow Street, and
Hartland Street; subject to compliance with adopted codes and regulations of the State of Connecticut,
the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its agencies;
and to waive the associated permitting fee under the provisions of Section 5-6(a) in the East Hartford
Code of Ordinances.

Farmer’s Market on the Town Green

C. Roger Moss, Director, East Hartford Parks & Recreation
Department, to conduct a Farmer’s Market which would include
craft vendors, music and farmers on the Town Green, 1047 Main
Street, from 9AM to 3PM, with the market operating from 10AM to
2PM and music from approximately 11AM to 1PM on the following
Saturdays in 2011:

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION
Susan Skowronek attended the recent picnic sponsored by the Commission on Services for Persons with
Disabilities and commended Victoria Brinius, Mike Brinius, Florence Schroeder, Bernie Corona and Marie Beaulieu
(and her dog Winslow) for their efforts in making this event so successful. Also, Councillor Skowronek stated that
she and her son helped paint the fire hydrants on Main Street during the “Clean Up Main Street” program on Saturday, May 14th.
Ram Aberasturia received a call from a constituent who is having a problem with sink holes on Simmons Road. He asked that the Engineering Department look into this issue.
Pat Harmon (1) noted that the “Welcome to East Hartford” sign on Route 5, which has emblems of all the civic organizations,
is missing one of the emblems and asked that it be repaired; (2) reported that the Hess gas station at the corner of Silver Lane
and Main Street is selling goods (rugs, etc.) and believes that this could be a zoning and/or ordinance violation; and (3) reminded
all of the upcoming Memorial Day events, including the Patriotic Commission’s flag-placing ceremony at Hillside Cemetery and the Memorial Day Parade on Monday, May 30th.
Barbara Rossi (1) commented that her involvement with the Clean Up Main Street program resulted in meeting the 2011 Valedictorian and Salutatorian from East Hartford High School, who did a wonderful job leading their teams down the Main Street corridor; (2) reported that Hartford Financial Services Group and the CT Science Center recognized twenty-five teachers from priority districts with professional development scholarships – nineteen of whom were East Hartford teachers: Monique Butler, Stacey Fortin, Jillian Garcia, Jennifer Grilli, Carol Guerrette, Anne Haley, Carrie Hayden, Jaime Huppenthal, Catherine Jimenez-Ireeta, Suzanne Lonabaugh, Lesley Morgan-Thompson, Karen O’Connell, Catherine Ryan, Dario Soto, Ann Thibodeau, Susan Underwood, Ben Upson, Andrea Winiarski and Lillian Yerukhimovich; and (3) reminded citizens
that one of the upcoming Memorial Day events is the ceremony at Bicentennial Park on Sunday, May 29th.
Eric Thompson inquired when the Tree City USA flag will fly in front of town hall.
Mayor Leclerc (1) thanked all involved in the Clean Up Main Street program on Saturday, May 14th to make it such a success, and recognized Coca-Cola for their presence at the clean up and for their donation of all the beverages that day; (2) reported that Coca-Cola, who is working on a fuel cell project, will display art from a contest at East Hartford High School in the form of banners that will line Main Street; (3) recognized Webster Bank for their promise to provide free ice cream through their ice cream truck to all patrons at the June 30th concert on the green; and (4) thanked Congressman John Larson for his efforts in securing the award of the Joint Strike Fighter contract to Pratt & Whitney Aircraft, which will ensure thirty years of production work; (5) stated that on May 10th she spent
time with a commercial developer who was interested in different areas of town available for lease; and (6) reported that the construction of the CVS on the corner of Silver Lane and Forbes Street is moving forward.

Marc Weinberg recognized the birthdays of Councillor Linda Russo; Bonnie Nichols, Inspections and Permits Director; Jo-Ann Dorn, Social Services; Mary Meggie, Teacher; and Mrs. Bernice Dame, Councillor Weinberg’s mother.
Vice Chair Horan reminded everyone of the Brian Aselton Memorial Motorcycle Run to be held on Sunday, June 5th.
Mayor Leclerc also commented on the memorial ceremony held today at the Public Safety Complex to honor the three fallen East Hartford Police officers who were killed in the line of duty: Chief Robert W. Kappenberg – 1916; Officer John Eugene Callahan – 1934, and Officer Brian A. Aselton – 1999.
